Advice on painting oak with wood grain filler?!?

Hello all!

I am wanting to paint some cabinets in our house an off white. Going to start with the small laundry cabinet, to make sure it works, before moving to the master bath and then maybe the kitchen!
I have been reading quite a bit on this. I want the grain of the oak to disappear as much as possible. So what I've found is most people have good luck with the Pore-O-Pac grain filler.
So my question is what is the process? Do you prime first before using the grain filler, or other way around. (I have read that you are not supposed to use grain filler on previously finished wood unless it is completely stripped)

Should I use oil or water based paint? I am kind of worried about the "yellowing" from the oil based... Anyways any advice is appreciated and if you have photos or links to photos that you have done I would greatly appreciate it. Thanks!
