Drywall with mixed type of paint

Hello everyone! Hope everyone is having a beautiful day.

I had a question - my son just bought a house and the previous owner applied touch up paint in some rooms. The walls are white. But what I believe the previous owner did was that he applied glossy touch up paint over walls that were previously painted with non glossy paint. When you walk into the room, you see a nice white wall, with shiny spots here and there.

We are planning to paint the rooms within the next month or so. Doing some research, I thought I would ask GardenWeb first. Should be sand the entire room before painting for a good paint job to make sure there is no glossy paint left over? I know that I can buy a pole sander to make our job a lot easier. After that, we can wipe down the walls with TSP.

We haven't chosen a paint color yet, or the type of paint. We're focused on prepping the walls first.

Any replies, suggestions, tips would be greatly appreciated.
