Refinishing/Renovating a cedar potting table

This cedar table work surface has gotten a workout in the world of dirt and garden chemicals!! I would like to give it a facelift. Doesn't have to be shining new, but a cleaned-up improved version would be nice. Not sure where to start. I have a palm sander. Is that Step 1?

Yep, I would start and finish with a palm sander or an orbital until the wood is like new again.

should I put something on it afterwards to seal it or something?

Yea you can put some exterior stain on it like you would if you were doing a deck or you can varnish it. If you varnish it, this will be the best in terms of durability. Be sure you choose products designated for exterior use.
