caulk first, then paint?

So I searched for this and didn't find an answer in any previous threads. Maybe because the answer is so obvious??

DH installed a chair rail in our dining room, and there are gaps due to our lovely plaster walls. Although I had prepainted, the chair rail needs another coat of paint after the installation. So do we caulk first and then paint? Any advice?
