Concrete block basement walls-what kind of Paint?

Hi, I have an unfinished storage area in our basement and it has concrete block walls (that back up to the dirt) and would like to paint them a color. I plan on turning part of this area into a crude exercise room.

Some of the places do, very rarely, get damp.
Not water on the floor though.

I would like to know what kind of primer and paint I should get. I plan on painting the place a sunny yellow.
And, I need to get the cheapest paint/primer that will still work fine.

I use the Zinnser waterproofing paint. No need to prime. Just do two coats. Of course, if you tint it a sunny yellow, it will likely take three or more coats to cover completely.
