Latex over Oil Paint

If I can scrape paint off with my fingernail, does that mean that the latex paint my painter put on over oil based paint was put on without proper sanding(contract specifically said to sand all woodwork)? Painter wants me to believe that paint is on okay.

Sometimes after full cure, paint that can easily be removed with your fingernail will be stuck pretty well. Usually after one day though I can do the fingernail test and it is pretty well adhered. I imagine it depends on the brand of paint you are using.
