Paint Primer Strong Fumes

I am painting on white shellac primer and the fumes are so strong I could barely finish one wall without my nose and throat burning. It's also very watery and runny, which concerns me but seems to be in line with other primers from reading online.

With all of that, my question is: is it normal for a water-based shellac primer to smell that strongly? I have the windows open and the fan going, but it is still sickly strong.
