Obvious drywall seams

Hi everyone!

DH and I are looking at a property to buy, and the entire upstairs has very obvious drywall seams, including corners and ceiling. I doesn't look like paint is peeling, blistering, or that there's water damage, it just looks (to me) like it was a really poor installation, and the seams weren't finished correctly, so there's sort of a thick, lumpy, bulging seam every 4 feet or so. This is on every wall throughout the upstairs.

There's also a few places where it looks like there's been a patch repair and the finish texture wasn't matched well.

Unfortunately, I don't have pictures.

My question is, what is the best and worse case scenario to fix this? Could the whole thing be skim coated and retextured, after sanding down the lumpy seams? Will all of the seams have to be removed and start over?

We would not be doing this repair ourselves. We are DIY types, but I've learned that a good drywall guy is worth every penny. I'm just trying to get a feel for how much time, money, and mess this would be.
