paint keeps peeling off plaster walls

Hi all. I painted my whole 1940's house about a year ago. The previous owner was a heavy smoker, so I cleaned the walls, then used BIN primer.

In the dining room, the paint begins to peel and crack in about 3 months time.

Each time it has showed cracking and peeling, I scrape the peeling paint patches back down to the old green paint. Then I prime, and repaint. I have tried, BIN, I have tried Gartz, and I have tried oil primer, and then repainted (with kelly Moore's highest quality flat latex paint).

Each time I think it is remedied, and lo and behold, a few months later, the paint starts cracking again.

What to do?

YOU need to get past the old green paint to the bare plaster.

What are you scrubbing the walls with?

You never cleaned the walls properly for the Bin to stick. The Bin will cover SPOME nicotine, but not a heavy buildup.

I scrubbed the walls with oxy clean.

The previos owner- heavy smoker-- had white walls which the paint was a few years old and adhering fine when I moved in. That is the surface I cleaned and painted with BIN.

When the peeling started, I scraped the peeling paint off and that is when the old green paint was revealed.

Has anyone tried PEEL STOP CLEAR BINDING PRIMER by Zissner?
