Small voides in drywall

I began prepping my hallway for a fresh coat of paint this evening. In only one area about 2' x 4' I have located 12-15 small voids in the drywall of varying sizes.

I originally thought it was only a layer of paint and there was no drywall behind it, bit I took a small knife to a few of the spots and found that the drywall paper was intact and the void was behind that paper in the "meat" of the drywall.

I have attached a pic showing the area of the wall. You can see one area where I cut out the paint and paper to expose the void, and next to it you can see several other indentations where there is also the same voids that I have not yet addressed.

What would cause this? Should I cut them all out and fill them with a spackle, sand and paint as I am doing for nail holes from old pictures?

I have checked the rest of my condo and am unable to locate any other similar areas.
