You must remove it entirely if you wish to repaint that joint. Use a silicone caulk remover to soften and dissolve the residue. Once softened, scrape away the residue and wipe clean with 70% alcohol.

Prime the joint prior to repainting it. After painting, re-caulk with an elastomeric acrylic caulk. Avoid silicones when caulking paintable surfaces indoors and outdoors.

3M has one in a "wood-glue" size bottle, De-Solve it, Contractors solvent, Painters-Pal, and a few others.

They're not FAST, but breaking-down silicones just takes time. Therefore, cutting-out what you can will help b4 using the removers!

Then do the final clean-up with alcohol....or wine...just kidding!
