Zinsser Cover Stain

Hi again,

I used Zinsser Cover stain to prime my kitchen cabinets. The first coat went on fine but when doing the 2nd coat it feels like the brush is pulling or dragging.

Does anyone know why this is? Could I not need a second coat? I'm waiting 24 hours between coats due to the primer being oil based and life in general, using purty brushes and sanding between the coats. Could I switch to another primer for the second coat such as BM fresh start?

One coat of primer is fine, as long as it is a full coat.
