ceiling nightmare

I just spent a grueling (and messy) day and a half scraping off a popcorn ceiling in my dining room. For the most part all went well. There is one area however where the previous owners had sloppily patched the popcorn ceiling over a leak. and in scraping, I tore off a piece of the tape. I replaced it, mudded, etc. but now I see that right next to my repair the tape there appears to be bulging. I really want a clean flat ceiling, but have no idea how to handle this blobby looking area (technical term there). I have worked to hard on this to cover it up with texture, can any of you offer some advice? Please don't tell me to call a professional. I did, and they wanted two months of my take home salary to do the whole house . I have patched holes in wallboard before and it turned out ok, I have mudded over ragged grasscloth that refused to let go, but this ceiling thing is really stumping me!
