Flaking Paint

How would you handle this situation. The first coat foundation paint on my walls was not done very well. The cheap builders paint started to flake to bare drywall in a few areas so I'm scraping, sealing (Peel Stop), filling. This is not a moisture problem.

When scraping! Would you just scrape along until it seems to stop coming off. Or would you open a can of worms by putting that 5-in-1 point under the edge, lift and peel? I fear just how large some of those patches could become! It seems pretty easy to keep peeling it off if you want to although it might look okay on the surface.

Here's where I had scraped but could still continue to lift the paint off along the edge with the sharp edge of my tool if I wanted to.
