prime paint on existing sheet-metal fence

Hi,

hope I can convey my question correctly here.
That steel-foil fence in the image has been rust-cleaned with a scrubber, and consequently, there are now spots where it got down to the bare metal. No first coat, no paint, just the shiny metal. I suppose on these spots I would apply 1-2 layers of first coat (prime paint) and afterwards 1-2 layers of paint. However, there are many such small and disjoint areas.
Would it be fine if I applied the first coat over the old paint as well ? Or maybe even better to do so (given the fact that the new paint layer is going to get sprayed over the whole of the fence, naturally) ?
