Wall Prep After Paper Removal -- Advice?

Hey Painters! Couple questions for you. I am pretty skilled at wall prep but I am tackling something I have not experienced before.

I believe this room was wallpapered over bare drywall or lightly coated dryall. I've done my research and this is my plan (each step is a Full Room pass)

#1: Remove Wall Paper
#2: Scrub, Lightly Steam, Putty Knife Swipes to remove Glue
#3: Apply coat of GARDZ to seal everything
#4: Sand any "blobs" and fill any "divots" or "seams"
#5: Spot apply GARDZ on repaired areas
#6: Paint (Whoo Hoo)

These are my questions:

I am on Step 2, is the rest of my plan good?

Relative to Crown Moulding intersection to wall ... it appears the previous owners painted the Moulding after the Wallpaper was up and there are spots where the paper is NOT loosening fully (even though I've scored this with a putty knife). Should I go around the moulding with an exacto blade and try to get a straight, clean edge? .... or ... just loosen/scrub during Step 2 and paint/seal/paint the heck out of it? LOL.

Thanks for any help. The photo is of the Crown Moulding Celiling edge before my STEP 2 glue removal -- the edge doesn't clean up that much even after.
