Painting poorly refinished crown molding/trim? Need advice

Our new home has crown molding and trim that I'm sure is original to the 1930's house, but a previous owner attempted a bad refinish job. The trim appears to have been stripped (sort of) and stained but never sealed. Just cleaning it with standard cleaner seems to take the finish off to almost bare wood. We love the detail of the woodwork but would like to paint it white. What is the proper way to do this? Should we use oil based paint? What kind of prep? Special cleaner or primer? Any advice would be a blessing.
