Clean with Dirtex and then sand with medium grit sanding blocks. Prime with bonding acrylic primer (something high quality). Topcoat with acrylic paint in satin or better sheen two coats (something high quality).

paintguy, what would you recommend as a high quality bonding primer? I thought it was necessary to use an oil based primer over oil based paint. Is that not the case?

BM Fresh Start, C2 One, California GripCoat. You don't need to use oil.

What paint do you intend to use? That's the most important equation.

Most high quality acrylic enamels do not require primer over clean, dull surfaces.

I've used BM in the past but am open to suggestions. The finish using oil is wonderful and very durable. I am afraid latex won't compare.

If you've "GOTTA" have oil, FPE is a higher-end paint with STUNNING glosses. You WILL $$$ pay for it though...don't even kid yourself here...

Ben Moore _Advance_ line is a suitable replacement for Impervo Oil enamel; It took much consideration for me to reach that judgement, as I really appreciate the finish and wear character of old style oil enamels.
You need to sand really, really well with a 240 or 320-grit sanding sponge, and use whatever primer recommended for _advance_.
