Do you recommend Pitsuburgh Paints?

The painter is paying $35 per gallon. That's not low end. He's probably planning to use Cashmere, which is Sherwin Williams middle of the road paint. If you are walking in off the street to a Benjamin Moore store and pay retail prices, you will pay more than a painter so it's not really fair to compare this way. $1,000 will get him a lot further than it will get you. BM Ultra Spec is probably of similar quality to Cashmere, which a painter will probably pay about $32 per gallon.

Not really. Paint stores give painters good pricing because they buy a lot of paint. I think most pro painters have accounts with both stores. I don't understand why a painter would only shop at Sherwin Williams. I'm sure you could find a painter that would use whatever paint you choose.
