Owatrol ESP - What do you think?

I just found this product online, Owatrol Easy Surface Prep and was wondering if anyone had used this and what were the results. Below is the product description:

dusty dirty and laborious job of sanding. ESP

over it with any oil or water-based paint, assured in
the knowledge that it won’t peel.
Easy on the hands and odourless, Owatrol ESP is
the easy, quick and effective way to prepare any
non-porous surface whether interior or exterior and
being odourless makes it ideal for confined areas
With ESP, paint can be applied direct to ceramic
and glass surfaces, as well as to baked enamels,
lacquers, plastic, melamine and many, many more
surfaces.
