Can I paint over water based poly

I painted a small table white latex for my grandaughters room and now want to put that table in my hallway. I purchased a small sample of a dark wine paint at Lowes but being that it is not a real paint, can I use water based poly to seal it to the table and in the future, can I paint over the poly if I want to change the color?

Yes and yes. I would sand the poly very well and prime it with a bonding type primer just to get the best adhesion possible when you are ready to paint over it.
