Best Glossy surface Primer

I'm painting my 1958 kitchen cabinets. They are solid wood stained, with a very shiny shellac or poly finish. I was planning on sanding lightly and using some kind of great glossy surface primer before painting with a latex paint. What primer is the best for this slick surface?

Also, after I paint the cabinets, can I then use a matte or satin poly finish to seal them?

I would use BIN. You don't really have to worry about sanding lightly. The duller you can get the surfaces the better. Two coats of a satin or better sheen paint will seal the cabinets well enough so that you do not have to use an additional clear coat.
