Chalking Paint

We have 2 wooden Adirondack Chairs that were made in China. With everything that has been in the news I assume they were painted with lead based paint. The chairs sit on a wooden deck. After 2 years there are 2 huge white spots on the deck under them. Luckily it washed off. I want to clean, sand and repaint the chairs. Can someone recommend a solvent to clean the chairs after painting and the right paint to use to paint them. Many thanks.
