Mudding over wallpaper didn't work

I'm kicking myself for trusting the drywaller who said he could just skim over the wallpaper on one stairwell wall and all would be fine. In addition to smaller spots, there are two "bubbles" now where the mud has lifted off the wall (approx. 4" x 4") . One chunk came away when I was vacuuming the wall prior to priming. :o

I am perplexed as to how to proceed now. We have new drywall that joins this on the bottom and side. So, if we remove the wallpaper (as I should have done in the first place, since I removed it all in the rest of the stairwell and foyer) and the mud that had been placed on top, then those spots will all have to be remudded...and I loathe drywall dust with a passion.

Any suggestions?
