Baseboards & Trim

I just bought an old Victorian, and will need to do some work to clean up the old trim and baseboards.

I have a couple of questions:

1) There are many, many, many layers of paint on all of the baseboards, window and door trim. I am not ambitious enough to tackle completely stripping and refinishing, but would like to clean them up a bit before re-painting. What can I do to get rid of some of the bumps, drips, globs, etc. from many coats of paint? They are in pretty rough shape.

2) In some areas, drywall has been hung over the plaster walls without removing the baseboards. The drywall butts against the trim instead of fitting behind it, and looks terrible. Is there any way to fix this? Remove the baseboard, fill the gap and re-install so that it sits over the drywall like it should?

Would love your suggestions. Thanks in advance!
