Attic Insulation

We received two quotes for blown in insulation in our 1970's house in Maine. There is a 1k difference between them and it seems like quite a difference. It appears that the less expensive quote is actually a bit more insulation. Can anyone tell me if I am missing something in these quotes? Is the more expensive one doing something the less expensive one isn't?

Loose fill cellulose in attic flat over existing insulation �R35
Dense pack cellulose at walls at elevation change
Vent channels & soffit blockers as needed
Install insulation dams as needed at garage area
Air seal MEP penetrations

RE: Attic Insulation

The first quote is more detailed and inclusive. Air sealing penetrations is key and when done properly will be much more labour intensive. I would get details from the people that provided the second quote. The second quote reads more like a materials list than a quote.

I would want more detail of the scope of work from each.
