Windows - Felt vs Foam Weatherstripping

I'm working at restoring wooden storm windows. Two years ago I used foam weatherstripping and it disintegrated. I may have used open vs closed cell strips, but I'm not sure. It looks to me that these old storms used to have felt weatherstripping. Anyone have recommendations? (I live in a climate with bitterly cold winters.) Thanks!

Felt is good from the standpoint that is slows down air but lets moisture pass. But it will hold some moisture. If you did foam, the kind to use is EPDM rubber, it's closed-cell and lasts a long time. It's made in white and brown. The open-cell foams and the neoprene are gray. "if it's gray, stay away"?
