Green "Paint-Like" Substance on Wall

Hello:
I was hoping to get some help in identifying this green paint or paint-like substance underneath the wallpaper on our walls. Our house was build in the mid 1940s and I'm having a hell of a time removing this stuff. The wallpaper itself comes off great with a steamer but I can chisel at this stuff for an hour and barely takes any of it off. We've even tried paint thinner but it does nothing. Can anyone tell me what this is and how to remove it?
