is there value in these old windows?

Hi all - Not sure if the single-hung wooden windows in my house are worth salvaging or replacing. The sills and frames are obviously quite weathered, but all are still functional(in the sense that they open and close). They then have the aluminum storm windows on the outside with the screen - most of these are still complete and funtioning. The dilemma is that they are in my three kids rooms, I am concerned about their efficiency in the winter and the work involved in retoring weathered, waterlogged and chipping sills/frames that were not maintained by PO. The windows are very plain, not painted on the side facing out (oiled?) and are not visible from the street (side of the house). I have a reasonable quote for brand new double- hung vinyl windows. But am I making a mistake? The house was a merchants house, quite plain and utilitarian, so they are not decorative, just old. Also, POs have replaced other windows at back and side of house.
