Downstairs windows rattle when walking upstairs

I have an issue with the old house I'm living in (brick Victorian circa 1900). When someone is walking around upstairs, the downstairs windows in the room directly below will rattle. The windows are original but are in decent and operable condition. The wooden floors (upstairs and down) are also original. Is this a structural issue, or would reglazing the windows help at all? Can anyone think of anything else that might help this problem?
