Painting over exterior trim - prime first?

I am adding a new color to the exterior of my home's trim. The areas to be repainted are currently painted with an ivory semigloss exterior paint. The new color will be a sage green semigloss exterior paint. Do I need to prime first? If so, what product do you recommend?

Also, does anyone have any recommendations for products to clean the trim with before painting? I know I should use detergent and not soap, but that's all I know! This is my first attempt at exterior painting, and because the trim has a lot of small details, I don't want to have to redo it every couple years.

TSP if you can buy it.

Otherwise Spic-and-span.

If the old paint film is not cracked ad is still tightly attached no primer should be required.

You can only use latex over latex.

Dirtex and a scuff sand. If there is enough of a color difference, I would prime with a grey primer first.
