plaster ceiling: remove before drywall?

Any advice appreciated.

Getting ready to remodel a second story master bedroom in an old farmhouse. I believe that the original plaster ceiling is shot and is likely pulling away from the joists. There's a crapload of cellulose insulation above it.

I'm thinking that shimming and installing level 2x4's and then installing drywall is my best bet. I really don't want to remove the plaster and insulation.

Is this an acceptable way to tackle the job?
