How to fill cavity with insulation and vapor barrier

Friend of mine recently bought a house built in the early 70's in a small town in Oklahoma. While having the windows replaced, the installers pointed out an issue. Behind the exterior shutters is an empty cavity about 16 inches wide. From the outside you can see tar paper that is nailed to plywood or sheathing that is on the living area side of the 2x4s. There was no sheathing on the outside - just a tall shutter from foundation to the overhanging eave.

I'm thinking of advising him to cover the inside of the cavity with heavy plastic film over the tar paper on the inside wall and then fill the cavity with insulation followed by another layer of heavy film before reinstalling the shutter. Adding foam sheathing would cause the shutter to protrude out too far. Would appreciate feedback if anyone knows of a better way to fix this issue.
