Removing semi gloss paint from baked on enamel window frame

What do I use to remove sloppy paint from the baked on enamel window frames? I've tried Oops, Goof off, turpentine. I've tried scraping and have nicked the enamel on the windows so won't do that again. Any ideas?

Sandpaper.
There is no solvent for many finishes.
Once they polymerize they will not dissolve again easily.
MEK is probably the most powerful. It even attacks epoxy.
