painting the fake photo cabinets

is this possible? mine are getting weird at the bottom where I am guessing the mop has gotten them wet and the are sort of fraying for lack of a better word...the top ones are ok and so want to paint them all but worried that the bottom will look bad...also afraid to sand that part...help

Ours looked like that. We painted without sanding. They look much better. We went from fake oak to white. No sanding. Just cleaned them good with mild soapy water.
