painting the fake photo cabinets

is this possible? mine are getting weird at the bottom where I am guessing the mop has gotten them wet and the are sort of fraying for lack of a better word...the top ones are ok and so want to paint them all but worried that the bottom will look bad...also afraid to sand that part...help
