Foundation peeling?

I have a DW from 1994 on a permanent foundation I bought in March and I've noticed on the concrete foundation it looks as though it was painted white? and the paint is peeling off in sheets. I'd like to fix this as it looks bad and probably i can only assume is bad for the home, but i'm not sure if this is paint or if this is a special concrete allweather sealant or what?

Have any of you had this situation - what did you use, what time of year did you paint it, etc? Any advice is appreciated.

RE: Foundation peeling?

Sounds like it may be some cheap paint that is peeling because of weather changes. If it were me i would clean, scrape maybe even use a pressure washer to get all i could off. Check the big box stores, they sell paint specifically for concrete and concrete blocks. Only repaint in warm weather and make sure the blocks are dry before applying the paint.
