Dimming florescent lights rarely work well.

They usually can only be dimmed a small percentage before they either go out or flicker annoyingly, even WITH a dimming ballast and special controls.

Once you want to dim fluorescent the cost jumps up and you should widen your options to consider a quality dimmable LED product. The better LED products don't seem as finicky as dimmable fluorescent.

However, Alkco, now owned by Philips has slim fluorescent fixtures available with 0-10 volt controlled dimmable ballasts.
