Suggestions for lighting in basement bath/laundry

I am finishing out our basement bathroom and laundry and need to instal new lights to repace the old pull chains. I have been looking at recessed can LED lights and trying to figure out what would work best for these two rooms. I have 6" cans in other parts of the basement, but my wife suggested that a 4" unit would probably look better in the smaller rooms. I assume I would need about 4 recessed lights in each room.

-ceiling height 80" (short)
-Prefer IC light housings because I plan to add insulation for a sound barrier in the ceiling
-bath size - 7 ft x 6 ft (shower, commode, vanity)
-laundry size 7 ft by 8 ft (washer, dryer, utility sink, storage)

Anyone have suggestions on readily available alternatives (HD, Lowes, Amazon, etc.) that would not break the budget? Most of what I've found so far runs in the range of $45 per assembly (with bulb), which means $400 for 8 recessed lights. I could also consider using wall mounted lights around the vanity area, but wall space is limited.
