Retrofit UCL - where to put outlets?

Existing cabinets with enclosed soffit above.

While remodeling, we had an electrician rewiring ceiling lighting and had him add plugs on each side for under counter lighting. However, after he left, we found that instead of putting the outlets inside the cabinet (I thought they would be installed in the back of an end cabinet), he installed them in the backsplash area just under the cabinets. Except, he didn't install one side at all. He nailed the outlet up there and then forgot it wasn't done I guess. We never could get him back out after that and didn't push it since I didn't like where he put the plug anyway.

So, now I want to finish the backsplash but the outlets have to be done first. Where is the best place to put them, considering that the power supply will have to be tucked away inside the bottom of a cabinet?

p.s. I have had this website bookmarked for awhile. Even though it's not using LED tape strips like I want to use, is this possible?
