ceiling LEDs will not work with dimmer switch

In July we installed 5 Sylvania integrated LED Remodel recessed ceiling light kits. These were to new cans/ boxes (2 boxes used due to space issues). the 5 units are on one circuit and are 13 watts each. They work fine on an ordinary switch.

We have tried to use the Lutron 'Toggler for LED' dimmer switch; when first installed, it worked most of the time and just had an annoying lag for turning on the lights. But, as time went on, it was less & less reliable-- to now where it only works maybe 1 out of 20 attempts.

Thought the switch unit was bad, bought another without improvement.
The electrician can't figure it out, is guessing that there might be something wrong with the ground being insufficient (in this 70 year old house) or I need to buy a switch rated for a much higher wattage (like 1000, which I can't seem to find rated for LEDs)

Any ideas or experience, anyone? TIA
