Ceiling paint scorched by light bulbs

I was walking through a home for sale and noticed the ceiling above the light fixtures had burn marks that were over each of the light bulbs.

I took some photos while I was there, but I didn't take a picture of the burn marks. The photo shows what kind of lights are in the bathroom and you can imagine a dark burn mark on the ceiling above each of these light globes.

Is this a serious problem?

It means the previous owner used too high a wattage lamp (Bulb)in the fixture. I would have an electrician go over those fixtures and see if the wiring is ok and if the fixture needs to be replaced
