led under cabinet lighting with no light switch.

The electricity to the house we're building was turned on today. We have ucl, eleven 12" light bars in total. For the most part, I think four bars are linked to one hardwire. The problem is that the electrician didn't install a light switch. I was expecting all 11 light bars to be connected in a way that they would all be controlled by one switch. They are all on the same run of cabinets. The light bars don't have an on/off switch so the only way that we were able to turn them off today was to unplug the wire from the light bar. Isn't it normal for ucl that is hardwired to be controlled by a light switch? Also, my backsplash has already been installed so I'm not sure what we're going to do. My biggest question is, is it reasonable to expect that when I asked for under cabinet lighting during the electrical part of the build that they should have put in a light switch to control the lighting?
