Dimming cfls in cans

Hi all, I'm hoping to get some clarification on my light situation. I purchased a new home; the builder installed can lights in the family room And the kitchen. The bulbs in the family room are dimmable cfls on a dimmer switch...they actually work pretty good for cfls. I changed out the bulbs in the kitchen and installed a dimmer switch because I'd like a little more atmosphere in there but am having no luck as they flicker flash and do not dim.

I briefly recall something being said during my walk through about different ballasts in the family room than the kitchen. My question is do I have to replace the ballast in the kitchen in order to make the lights work in the dimmer (as they currently do in the family room)? The cans LOOK the same from the ceiling but I haven't gone into the attic yet to see the other side. Does EACH recessed can have a ballast or is there one ballast for all five lights?
