How to Disconnect Recessed Lights

I just bought a house that has 21 recessed lights that are all non i/c and the prior owner had insulation sprayed around them. So, they are a fire hazard and quotes to fix them are about $150/ lamp. UGH!

So, for now, I would like to disconnect them. I just can't afford that even though they are lovely.

How do you safely disconnect them and secure the wires for safety?

I'm assuming that the cans are not accessible from the attic?

If you are just concerned about fire hazard, then can't you just unscrew the bulbs until they don't come on?
