3-way lamp socket

I just got a new lamp table. It has a 3-way socket, but when I put in a 3 way bulb, only 1 lights up. Got fed up and finally put in a single watt bulb and now you have to turn the switch twice to come on. What's up with this?

Posted this in electric wiring too, before I saw this new forum. Thanks for any help you can give me.
