If you mean a cfl rated as the equivalent of a 75w incandescent, yes since the power draw is probably ~24w and the heat produced is significantly less

I wouldn't.

If the limitation is electrical, then 72 watts definitely exceeds the 60 watt rating.

If the limitation is heat, the 72 watt halogen will still put off too much heat, even though it puts of less heat per watt than a regular incandescent.

The limitation of the fixture is heat. My guess is that the use of the 72 watt "bulb" will cut the life of the fixture in half.
