If the momentary period of brightness occurs the moment the disposal is turned on/off, you could try putting some surge protection between the line voltage source and the magnetic transformer.

The long term solution would be to put the lighting on a different circuit. This could be as simple job at a junction box or just running a wire connected to a different circuit down to the switch controlling the lights.

Anything that brightens is an issue.

Have the GD wiring checked for a loose neutral all the way back the panel.

thank you david and brickeyee.....how do you go about checking a loose neutral wire back to the panel....that distance would be over 40'

david, yes the lights brighten when you use the air switch and go back to the how they were while the disposal is running....it's a brief moment the lights get brighter, only when you switch the disposal on

It's definitely a surge which could be typically root caused by a loose neutral connection.

Start with the socket for the Disposal.

Check for loose connections in the junction box - usually an improperly tightened wire nut.

Move to the next junction box and repeat.

A continuity meter and multimeter would be helpful.

Remember to turn off the electricity at the correct breaker(or breakers if there are more circuits exhibiting the same issue) first.

If you're not comfortable doing this, get an electrician.
