What are the current requirement for residential outdoor lightning per CA title 24?

My contractor tells me that even high efficiency fixtures (LED) need to have a photocell sensor (ie: dusk to dawn function) but that motion sensor + photocell is required for low efficiency.

I can't find any LED fixtures with only the dusk to dawn feature. They either have both motion and photo sensor, or neither. Various sites list LED fixtures as title 24 compliant, even without dusk to dawn function.

Is my contractor mistaken? My research sow that new title 24 regulations just came into effect in January 2014, so I'm not sure if that's the reason for discrepancy.
