Front load washer, hard water, build up

For months off and on we get these oil spots on our clothes. We finally had a repair man out and he said there was a ton of build up on the machine. We have a front loader, hard water, and were using country save powdered detergent. He took the machine apart and scrubbed it down then ran a cycle with 2 afresh tablets in it. He said the way a front load washing machine is made there is nothing to leak oil into the drum so the spots had to be from the build up. He suggested switching to a liquid detergent and cleaning the machine once a month with the tablets.

My question is: is liquid or powdered detergent better for hard water/ front load washing machines? Which one causes more build up? I prefer powder and was thinking id probable be okay using my powder if I clean the Machine once a month. I don't like how the liquid runs out of the drawer as soon as you put it in. I'd appreciate any input!
