Resizing a knitting pattern

I feel in love with a knit dress from Vogue Knitting Spring/Summer 2007. Problem is it is an adult dress. I do not know if it is possible to resize to a toddler size. I am willing to pay a seasoned knitter to help me do this - it is such a beautiful dress - perfect for her second birthday!

What you are really asking for is a completely new pattern based on the dress, which would require knitting a sample. In all honesty, this is a big job. Even in a toddler size, I'd expect to take about a week to knit a dress like this, with all the interruptions to take notes and rewrite the original pattern. What features about the dress particularly appeal to you? Maybe you can find a similar toddler dress and just incorporate those features.

I found a dress that will be better for a toddler (see link below). It is the same pattern made simpler.
I like the way the dress was knit in the photo link below. However the dress I want to knit is the long sleeve version. What do you think?
